Custom menus on forms

I would like to know if anyone out there could guide me in creating custom menus for our forms.

I would like to know if anyone out there could guide me in creating custom menus for our forms.
The default smart bars usually will give you the options: ACTION,Etc.
How can one change what the menu actually displays and make say
something like
File, Edit.
In other words something similar to the default Windows' menus.
