It sounds as if someone has changed the "SYS" password (possibly to avoid a security hole?).

As to manual installation, the WebDB v2.1 Release Notes contain the following: "Instructions for installing manually are located in \support\maninst.htm on your CD or staging area. Manual installation should only be used if the installer fails for some reason." I would try to avoid a manual install. The normal install scripts go through a long process. To do the equivalent of this manually would be painful.
