use Net8 assit providid by oracle then
As per I know
For example
Database name ora8i
port 1521
hostname 127.0.0.1 (this loopback address I don't know the
exact word for this Ip address)
then go to ms-dos prompt
cd c:\orawin988i\bin\lsnrctl start
then
start oracle
For you have to start listner first
