WebDB Patch Woes

I downloaded the WebDB patch 2.0.5.7.1 from technet.

The sqlldr part fails, due to PK violations in the wwv_sitebuilder_ddl$ table.
I bumped up the maximum error count, but still had over 2000 key violations.
The data associated with the duplicate keys is different, so it looks like this patch is seriously broken.

Are people with support for this product getting additional fixes, and do they work??

Also (Oracle folks): when is there going to be a technet newsgroup for this product?
