I posted this question two weeks ago and never got an answer. I do know that it is possible to do it in 3.0 but apparently it's not possible in 2.5.

What I've discovered is that if you draw a line across a repeating frame that doesn't have any frames inside it then the line will look continuous on the output. If you have any frames inside the repeating frame then you can only draw your line across the inner frame. There will be a small amount of space between the inner frame and the repeating frame and this space will break up your line. To see this use different background colors for the repeating frame and any frames inside it.
