deploying forms 4.5 application on the web

I am experiencing difficulty in understanding how to deploy an application written using forms 4.5.9.7.0 (solaris version) on the web. Other posts to this newsgroup indicate that we need Developer Server 2.1. To my understanding Developer 2.1 is the release containing Forms 5.0 and therefore upgrading to Developer 2.1 would not work.

I think we need Developer/2000 Release 1.6 on Solaris 2.x. Can anybody shed any light on this issue ?
We have also recently installed Web Server 3.0 (this does not contain the Forms Cartridge talked about in the Developer 2000 1.6 installation guide).
