Discoverer 3.1 network problem

We just upgraded a network version of Discovere to 3.1. We hyave been running Discoverer on a network disk with a tcp/ip connection from there to a VAX/VMS. We also use forms from that disk. wHEN WE WENT TO Discavere 3.1 we get 12154 errors (the TNS could not connect.) Is this a net8 configuration problem? When we upgraded a PC with the client software on the PC itself we had no such problem.
