Net8 Database Assistant problem

i'm using Oracle8 on a Windows NT 4.0 Server, with Service Pack3, and running IIS 3.0 (for testing purpose) And IE 4.0.
The problem i have is when i try to launch the Net8 Database Assistant, i have the hourglass, but then nothing happens. Except that the processor is being used at 100% by a process called java.exe (which is launched by NA8.EXE).
What is the problem with java and the windows NT installation ?
Does IIS has something to do with it ?!
