There are several situations when entire tables are downloaded for processing. A typical example I've encountered is when the ODBC driver does not support Dynasets and you are using the Microsoft Jet engine. Jet then takes the liberty to downloading the entire result set. You might consider looking at some of the Dynaset articles on the Microsoft web site, or switching drivers (Microsoft has a free Oracle driver on their web site).

I have not seen this behavior on non-Windows platforms.
