Well, I finally got a definitive answer from Oracle. The trial version of
Developer 2000 does not have the correct version of Forms on it to allow
Designer 2000 to generate forms.

Sorry for the delay in response. Here is the deal. If you are receiving the message that you need Forms version 5.0.6.8.0 and you have version 5.0.5 on the CD...then you have Developer version 2.0. You do indeed need to be using version 5.0.6 which is shipped with version 2.1 of Developer. Unfortunately, this version is not available as a trial CD at this time.
