We're running tcp both in our office and the remote office.

RAS is configured to assign a tcp address to the dialup connection

I assume the tnsnames file on my machine needs to have the sid and server name of the remote server and these need to correspond to the listener.ora on the remote server.

I cant think of what else I may be missing but will start with pinging the server.
