You have to add the value REPORTS25_TMP=c:\temp to the Oracle registry key (HKEY_LOCAL_MACHINE>SOFTWARE>ORACLE) on the client. You don't have to use c:\temp, just make sure the directory you use does exist and the user has write permission.
