Yes, James, that is definitely possible.
I have worked a long time with both 16-bit and 32-bit Oracle client tools on a Windows95 machine running Personal Oracle 7.x.

Don't worry about interference problems as long as you clearly separate the 16-bit tools and 32-bit tools (&server) software in different directories. (Don't mix them up!).

Create e.g. a directory c:\orawin for 16-bit software and c:\orawin95 for 32-bit software.
I used to create c:\ora16 for 16-bit software and c:\ora32 for 32-bit software.

Then take care that your SQL*Net configuration files are available in both c:\ora16\network\admin and c:\ora32\network\admin.
