Oracle Terminal 2 and Product Codes

In the Oracle Terminal 2 manual it says about the need to insert Product codes when defining new Product Action Definitions.

But it doesn't seem to explain what they are or how they work. I found in the Forms 4.5 Advanced manual what looks like the product codes for windows but we use VMS. Where do I find these codes?
