Designer 2000 question - passing where clauses

Designer 2000 Question - passing where clauses between forms.
Does anyone know a way to call a form passing a lengthy where clause through Designer without having to create a module speciffic procedure?
I have tried creating a button that calls a generic "call_frame" procedure that is passed a list of parameters (including the form name to call and the where clause) via the "complex" statement in the PL/SQL property of the button. Unfortunately the complex statement is restricted to 240 characters in length.
