HELP, Oracle Web Agent and Stored Procedure

Hi,
It seems I ran into problems when I tried to set up dynamical web page by using Oracle Web Agent. I am new for Oracle server and Oracle web server.
environment :
Oracle workgroup server 7.3 for Solaris 2.4; Oracle Web Server 1.0; Oracle Web Administration running fine; Our Static web pages are fine. Problem :
- compilation errors raised when tried to create procedures
on oracle server, It seems the system can not understand htp.htmlopen; or htp.print('<html>'), and so;
- I do not get the guideline for developing dynamical pages.
Should I create a stored procedure for the query, and type in the procedure's name in URL; or start with a static html, then trigger the link to dynamical pages? Guideline or suggestion : Any help would be greatly appreciated.
