You can't scale the screens without going to extreme measures. I haven't heard of anyone trying to do this, but I guess you could change the font and size of each display item. But boilerplate is fixed, so you would need to set headings in items in a control block. You can also change the size of a form's window. But you don't really want to do this.

Also, you need to make sure you develop your screens so the user's with the smallest screens (usually 14" using 640x480 display settings) can see the entire screen. Users with larger screens or different display settings will have smaller than full-screen windows.
