If you are on a version before 9206, upgrade.
See if there are errors in the alert log or trace files being
generated.
Try setting aq_tm_processes=0 if you are not using something that
requires it.
Someone should have answered that dbaclick question with "set
aq_tm_processes=0 in the standby instance init.ora"
Watch your event logs.
