Applications often perform some actions after logging a user in - for example, insert several records into auditing tables, check application-level permissions, etc. Try to use SQL Trace to find out what the application does.

Also, try to connect to Oracle using SQL*Plus or a similar tool to see whether this "freeze" occurs in any tool or in JD Edwards only.

Finally, check what your PC is doing at this time (I assume you are using Windows box): open Task Manager and monitor CPU, Memory, network traffic.
