Oracle Clustering: RAC vs FailSafe

We are covered by a site license for 9i and RAC and will be running on Windows 2000 Advanced Sever. Hardware is Dell with a Dell SCSI RAID box. The system includes Apache Web Server and Apache Tomcat.

Deciding on RAC vs FailSafe and have several unanswered questions:

Can both be operated without having to use Archive Log mode? I thought FailSafe was based on using this, but now I'm not sure.

Is RAC Guard a separate product or is it included with RAC? I can't find it listed as a separate product on the Oracle Web site.

Help is greatly appreciated
