I think you're mixing up products
- Oracle RAC : parallel server implementation - concurrent access - does not *need* archivelogging - but of course you'll need it for hot backup's
- FailSafe : Oracle software on top of Win2000 cluster software to make *some* Oracle products cluster aware (take-over cluster that is) - to my knowledge does not *need* archivelogging - but again, you'll need it for hot backup's
- Oracle Dataguard : disaster recovery framework : *needs* archivelogging for logshipping to standby databases
