Barring possibility of a documentation bug, consider the following:

Manual - Oracle9i Real Application Clusters Administration Release 2 (9.2)

Chapter 6
Section titled "Changing the Archiving Mode in Real Application Clusters"

which states "After configuring your Real Application Clusters environment for RMAN, you can alter the archiving mode if needed. For example, if your Real Application Clusters database uses NOARCHIVELOG mode, then follow these steps to change the archiving mode to ARCHIVELOG mode:"

(I question the wisdom of using NoArchiveLog mode, esp. - as Sybrand states - there should not be a [significant] performance hit in a tuned environment, but that is a separate discussion.)

The Product Family document at
http://otn.oracle.com/products/oracle9i/pdf/9idb_rel2_prod_fam.pdf is a fairly explicit feature to version and feature to extra-cost-option matrix.

RAC Guard is formally known as Real Application Cluster Guard - you may need to re-check using that name. I could not find it as a separate option either, and would probably conclude it is a feature that is included in RAC in the same way that Data Guard is included in the EE database license.
