Nuno, maybe you just weren't getting paid enough to offer your opinion. I've seen more than one occasion where management believes the person who makes the most money is always right. Employees tell managers what they need to do. Sometimes consultants are brought in also. But it's not until some very high-priced consultant comes in and tells them the exact same thing that they finally act on it.
