Definetely go for NT.

Recent Benchmarks(last week) show IIS on NT to be 200-400% faster and able to pump more pages than Apache on linux (these are linux problems)

On Nt i'd go for OAS 3.0.1, which is what I am running now.

Where do your inhouse skills lie?
Java is slow, and buggy.
C is low level,
perl(don't know)
Pl/sql , this is what I use
