Are you getting any errors when attempting to start the database? Or does it startup OK? Using MTS is not just a case of starting the database with the right number of dispatchers. You need other things as well (shared servers using the MTS_SERVERS parameter for example), and you need to tell Oracle you're using a multi-threaded connection via the tnsnames.ora file.

Before I'd configure it, though, I'd check the requirement to use it. MTS is really required for one of two things:

  1. Memory shortfall (in which case I'd buy more memory)
  2. Connection Manager / connection pooling.
