If the original database is completely fried, the only approach I know of is to ask Support to do it for you. They have tools that can get the data out, but how useful it will be is another issue. Remember your datafile will have both committed and uncommitted data in it. Realistically speaking, it's far better to determine the cause of the PMON error and fix it.
