Yes, I use network manager to create all the files. The one edit I made to the sqlnet.ora file on the second server was to switch the order of the names server defaults, so that it defaulted to manage itself. I did try leaving the order just as it was created by network manager, but I got the same errors both times.

On a new note, I just received a patch from Oracle that I will try out. I'll let you know how it goes.
