James,

I would definitely recommend upgrading to 7.3, since support for 7.1.x lapses on Oct 31, 1997. You will be able to get some support, but Oracle will no longer put a priority on resolving issues, won't back port anything, won't fix any bugs that haven't been fixed already, etc.

When you say you are looking for something to help you manage your database, what are you trying to accomplish? If you are talking tablespace fragmentation issues, Patrol and DB General would be major overkill. If you are looking for a soup to nuts management package, you better be prepared for a big price tag.

There are a number of different tools that accomplish all phases of managing a database. If you could elaborate on your need, I'm sure you will get some good responses.
