I don't care if they are giving away free vaccine to children with polio (well actually I would but you get my point). If the point of the offer is to drive traffic to a web site so that something can be sold it is being done for commerial reasons.

BTW: All computer programs are a product. The only difference is when next week I send you an invoice to upgrade to the "commercial" version with all of the "hot" "new" "features".
