You are supposed to supply the template name and target type I believe. Having said that I get the same result as you. Results below from an old test system on 11.2.0.3 and 12.1.0.4 repo.

$repvfy dump template -type rac_database -name DB_CLUSTER_ADVANCED

The log file generated in EMDIAG_HOME/log shows that my template is picked up, but the internal diags procedure doesn't actually return any rows.
