Maybe.

But in fairness to Oracle, there are other explanations for this behaviour, too. Perhaps the purpose of permitting downloads is to allow people to evaluate (and maybe become dependent upon) the software before deciding whether or not to buy it.

Why on Earth would you allow people to evaluate a version of the software that they will never be able to purchase?

Plausible? Maybe. You just never know...
