Can't help with SAP, sorry, but here are few thoughts... It's an agent that should be installed on each monitored node and I can't recall a requirement for seamless ssh connectivity. It is required by agent installation on RAC only.
I do recall that I had issues when agent was installed by one user but Oracle databases were running as another accounts. I think I even found the note on ML that it's doesn't work but I would consider that this is a bug.
