NT Server very slow

I have an Oracle 8.1.6 instance on an NT Server. The application has only a few users. Very often throughout the day it seems response time drops to about 20 seconds. By the time I log on to look at the problem everything is back to normal. If I do a simple query the result is returned immediately. I have looked at SQL through Quest's SQLAB and there is nothing that stand out. The hit ratio averages between 88% and 92%. Is there a good way to diagnose this type of problem?
