No, it is not possible.

What you will have to do is install Oracle 7.whatever version supports Forms 3 as well.

Set your Oracle home to the 7.3 version of Oracle. No, you do not need to create a v7 database. You just need the binaries.

Start up Forms 3 and connect to your v8 database.
