Developer's downloadable Java applet

When you run Developer applications in a three-tier
configuration, isn't there a Java applet that needs to be
downloaded to your browser? How big is that? Is it a big
enough download that it precludes the use of Developer for
an Internet-based application? My observation has been that
most people use Developer in-house, and not for external
applications. Is that pretty much the case?
