Check out "Managing Rollback Segments" in your DBA manual. Use the MONITOR ROLLBACK feature to gather stats on your rollback usage. It sounds like your OPTIMAL setting is not "optimal".

Problem
We are running 7.0.15 and are having problems with rollback segments. They extend but will not reduce to 'optimal' again. The database runs out of rollbacks and has to be bounced to clear it. The rollback segment must be dropped to free the space.

What is the problem ?
does anyone have a fix that does not entail bouncing the database (i.e. shutting down and starting up again)
