Ian,

   in my understanding Oracle only deallocates extents from a rollback segment when a transaction needs to write rollback information in another extent of the segment and it is larger that the declared as 'optimal'. I. e. Oracle does not try to shrink the rollback segment at all times.

   Are you sure that it is not happening in your db? Here we have Oracle 7.0.16 running on SCO Unix 3.2 and rollback works fine.
