     There are plenty of books on building databases.

     The programs that manipulate databases are called database management systems (DBMSs). If you are referring to that, yes, there probably are some, but they would be rather specialised. I suggest you check with a university and see what they use for a text in such a course.

     Yes, using DBMSs, just as there are more books about using operating systems than there are for writing them.

     Do keep databases and DBMSs separate. Confusing them is like calling a hammer a nail.
