Perhaps we should have comp.dbms.theory for discussion of DBMSs and leave this newsgroup for discussions of the best way to model business information into databases. :)

Seriously though, I think comp.databases.theory means the theory of databases in the sense both of their design and of their management.

The two really are intertwined because how you design a database impacts on how it can be managed. And conversely, which DBMS you choose affects how you design your databases.
