Because they are not intended to do that. Real neural networks are only an inspiration for artificial neural networks, we are not constrainted to create artificial neural networks which work in the same way that real neural networks do.

We could do that if we want, but it does not seem to be very practical at this moment. Thanks to the variations introduced in artifical neural networks we can do useful things with a very small number of (computationally expensive) virtual neurons.
