Wow. What are you going to do with it? An easily parseable on the wire representation of SQL statements in PER?
There are SQL grammars around and ASN.1 tools. http://www.antlr.org, http://www.oss.com. Google for more options. Take the grammar and translate to ASN.1, compile and use.
If anyone has done this, I'd be curious to know!
