I like both. Why choose?
And by the way there are also tools to design databases. But more practically: how can you design good databases if you don't have a clue
about how to admin them? Finally, I believe that DBA's should play an important role in the design of new databases. So before I would make a choice I would ask if there are any (clear) role definitions in your organisation.
