Have you read "Transaction Processing: Concepts and Techniques" by Jim Gray and Andreas Reuter ?.

You can search in http://www.vldb.org or http://www.acm.org/sigmod/ for research papers, but you need to be a member to view them. You can also look at how some databases deal with this area by looking at their source code, or reading documentation. The ACM site has links to some free databases.

You can also search for patents on this subject at http://www.uspto.gov/patft/index.html.

I am currently writing a "database from scratch" as you say, and have been trying to find information on implementing low level stuff. Most research papers I find deal with complex issues rather than the basics. The best book about the basic issues I have found is the one by Jim Gray and all.
