I'm not sure whether the ACM has an official Style Guide, like the AMS (American Mathematical Society) or APS (American Physical Society). If it does, take a look. If not, suggest they come up with one.
Incidentally, both AMS and APS have their own (La)TeX styles, though I don't think ACM has one (e.g., that would be used for Communications of the ACM, or for IEEE Transactions, etc). Maybe some of the Journals like TCS (Theoretical Computer Science) do. Looking at those styles might also be informative.
But in any event, when you actually have an idea that you've developed to the point where it's really ready to be published, the paper kind of writes itself.
