Query third party search engines

I 'm trying to understand how we can use third party database by collecting the search engine's answers. By this way, it would be possible to collect informations from third party databases.
. Does someone knows, what kind of agreements could be valuable
for that kind of partnership?
. Will Webmasters agree to give free access to my automated robots ?
. How Webmaster could advice me, that their HTML contents or Search
Engine changed ? Is there common rules to do so ?
. How does my server, located on Internet, retrieve the HTML contents
and parse it on demand ? How does it work ?

PARSER" implementation?
Obviously, "HTML PARSER" could be implemented in the user's browser. But, that way, the browser has to understand JAVA ...
