There are basically two approaches:

  1. Discover and implement the rules manually (e.g. via your own rule engine, your own objects, your own meta data, et al.)
  2. Discover and implement the rules via a third party rule engine.

There are many resources out there on business rules and rule engines. I have a bunch of them catalogued at http://www.inconcept.com/JCM/links.asp ("Business Rules" link).

While several have commented that the tricky part is in the implementation, I am of the opinion that the really hard part is discovering the (correct) rules in the first place (and dealing with contradictory rules).

I generally recommend figuring out what the rules are, and then worry about how you are going to implement them.
