Need very much YOUR valuable advice, please?

Hi,

I am asked to design a portal which will host sites of different type (a horizontal portal). Traffic will be very high and the database solutions should be perfect according to the wish to give a high speed, easiness and versatility of this hosting service. Now I need to know:

1. Which hardware (servers) should the service be based on?
2. Which application server is the best according to Your opinion - IBM Websphere or some else?
3. Which database application server is the best - MS SQL, Oracle, Informix or other?
4. Which particular format and language should be used - CGI, ASP, PHP3, XML, HTML or else?
5. Are there any readymade packages that can automate more or less the design of this hosting portal so that I don't need to reinvent the wheel.

I would be happy if anybody cares to take the time and leave some valuable notes!
