The Oracle Press has a Developer's Guide in it. I bought the version back in the early 7+ days and it was decent.

Oracle SQL High-Performance Tuning by Guy Harrison is a pretty decent book for SQL.

And then Dan Tow has a book on tuning Oracle SQL that I have heard about, but I have not read it or seen a copy that I can glance through.

The manuals are cheap, and some of them are actually fairly decent.
