In case - someone else comes across this problem - we have found that Oracle suggests that this is a bug in the client installation and to get the file - there are 2 optons:
1. Install the server and copy the file over to the required folder 2. If you can get hold of Oracle server installation on the same platform - anywhere - then copy the file from there.
