That's an older version as TOAD is up to 7.5.2.0 now.
According to a SupportLink seach on this, it suggests the following:
- Go to Tools | Object Search
- Type PROCEDURE in the "Search For" box.
- Check "Object Names" click search
- If there is an object named Procedure TOAD will not allow you to compile any procedures in the Procedure editor. "
